Job Description

This position’s main responsibility is for the coordination and administration of grants and special revenue including federal, state, local and private funding sources. The work involves coordination among Urban Redevelopment Authority of Pittsburgh (URA) and the City of Pittsburgh staffs, public and private financing sources, developers and neighborhood organizations; and entails the preparation of grant applications, correspondence, reports and evaluating documents, budgets and schedules; the monitoring of project budgets and compliance issues; and the administration and management of pass-through funding awards involving the URA.  Work is performed independently, but under the direction of the Assistant Director.  Extensive contact both within and outside the Authority is required to perform the responsibilities of the position.   Job title:  Grants Analyst Department: Finance Divisional Unit: Grants and Compliance Reports to:  Assistant Director of Grants and Compliance X Full-time                                 X Exempt                                                Part-time                                    Nonexempt   Essential Functions and Responsibilities:
  • Track and prepare grant applications across a diverse portfolio of funding sources
  • Provide technical assistance to prospective subgrantees for future pass-through funding awards that will involve the URA as the grantee
  • Provide technical assistance to subgrantees of pass-through funding awards to assist with compliance and successful grant administration. 
  • Promote grant compliance by connecting the URA’s internal compliance functions with project managers, developers, sub-grantees, and outside stakeholders for the successful facilitation of grant awards. 
  • Assist URA staff by exploring financing opportunities with developers and their development proposals, as needed 
  • Provide instructive guidance, expertise, and programmatic support to URA staff for awarded grants in the areas of grant administration, application, close-out, and compliance.  
  • Analyze grant opportunities and fundraising needs for URA projects and initiatives 
  • Assist URA staff with grant writing and technical assistance on funding applications 
  • Monitor grant awards to ensure projects meet compliance requirements with funding programs of local, state, Federal, and other regulations and requirements 
  • Perform other duties as assigned.
Position Requirements and Qualifications:
  • Bachelor’s degree in business administration, public administration or a related field is preferred
  • 1 year or greater of experience in grants compliance, fundraising, or development is preferred
  • Competency with analytic skills, ability to write clearly, to speak effectively, and to establish and maintain effective working relations with public and private sectors.
Physical Requirements:
  • Ability to safely and successfully perform the essential job functions consistent with the ADA
  • Must be able to lift and carry up to 20 lbs., standing, sitting, reaching and stretching.
  • Must be able to talk, listen and speak clearly on telephone.
