Job Summary
The IT Portfolio & Operations Analyst Intern will support the Department of Housing and Community Development’s technology portfolio management and operations. This role will assist with documenting workflows, analyzing operational data, improving business processes, and supporting governance and policy development efforts across DHCD systems and programs.
The intern will gain hands-on experience in process improvement, data analysis, technology governance, and project coordination while working closely with leadership and technical staff to improve the efficiency, transparency, and effectiveness of departmental operations.
Essential Functions:
Document existing business workflows, operational procedures, and system interactions across DHCD programs.
Assist with process improvement initiatives by identifying inefficiencies and proposing improvements to workflows and procedures.
Support data analysis efforts by compiling, cleaning, and analyzing operational data to identify trends and opportunities for improvement.
Help develop and maintain process documentation, diagrams, and knowledge resources for internal staff.
Assist in the development of governance frameworks, standards, and policies related to technology, project management, and data management.
Support portfolio tracking and reporting.
Assist with project coordination activities, including meeting notes, action tracking, and progress reporting.
Contribute to the development of reports, dashboards, and analytical summaries to support decision-making.
Collaborate with internal stakeholders to understand operational challenges and help develop structured solutions.
Knowledge, Skills, and Abilities:
Basic understanding of business process analysis.
Familiarity with data analysis concepts and basic reporting techniques.
General understanding of technology systems and information management.
Strong analytical and problem-solving skills.
Ability to organize and synthesize complex information.
Strong written communication skills.
Proficiency in Microsoft Office tools (Excel, Word, PowerPoint, SharePoint, Visio).
Ability to create clear diagrams and documentation (process maps, flowcharts, etc.).
Ability to learn new systems and processes quickly.
Ability to work independently while managing multiple tasks.
Ability to communicate clearly with both technical and non-technical stakeholders.
Ability to analyze problems and think critically about potential solutions.
Ability to organize information into structured documentation.
Required Qualifications:
Currently pursuing a bachelor’s degree in public policy, Business Administration, Information Systems, Data Analytics, Computer Science, or a related field.
Strong academic interest in organizational operations, data analysis, technology management, or public sector innovation.
Experience with data analysis tools.
Strong writing and organizational skills.
Interest in government operations, technology modernization, or process improvement.
Eligibility Requirements:
Currently attend a Maryland high school as a junior/senior
Currently attend a Maryland higher education institution
Graduated from a Maryland high school, but currently attend a non-Maryland higher education institution
Graduated from a Maryland high school, and is currently enrolled or graduated from a career technical training program

Background Check

Probation
All persons, including current City employees, selected for this position must complete a mandatory six-month probation.
