Position Summary

The Safety Officer ensures center-wide compliance with government-established safety requirements through coordination of safety practices, safety trainings, environmental inspections, reporting, and corrective action.

Essential Functions

  1. Follow strict documentation requirements for security and safety functions for logs, reports, investigations and plans in compliance with the Department of Labor (DOL) Policy and Requirements Handbook (PRH), and Corporate and Center standard operating procedures.
  2. Investigate, record, report, and implement corrective action on student and staff accidents, injuries, and safety-related feedback.
  3. Develop, implement, and maintain center safety plans consistent with applicable statutes, OSHA standards, and center policies to promote the safety of staff and students at all times.
  4. Read and interpret technical data for mechanical, chemical, and physical safety protocols.
  5. Maintain up-to-date records of center occupational safety and health assessments and ensure abatement and corrective action is completed as needed using DOL information systems.
  6. Create and implement general safety corrective action plans as needed to ensure compliance with federal, state, and local guidelines.
  7. Follow all non-health standing orders in collaboration with medical staff and adhere to center protocols in managing emergency situations.
  8. Conduct regular inspections of GSA vehicles for safety and maintenance compliance; document and report all concerns to center leadership.
  9. Conduct and document safety investigations as directed.
  10. Conduct and document regular safety inspections of all center areas including classrooms, shops, dorms, recreational areas, and center grounds to ensure living and work areas are safe, equipment is functional, and personal protective equipment (PPE) and other safety materials are available and used properly.
  11. Develop and deliver safety training for new and continuing students to ensure knowledge of center safety protocols. Develop and deliver safety training for staff as outlined in the PRH to ensure basic and up-to-date knowledge of safety practices and protocols.
  12. Develop and implement schedule for safety drills to include fire, weather, and armed intruder drills.
  13. Participate as a member of the Safety & Security team to ensure the security of center grounds, facilities, staff, and program participants.
  14. Lead, implement and maintain the Center Safety Committee. Maintain documentation of meeting agendas, minutes, and attendance and provide progress reports to center leadership.
  15. May utilize GSA vehicles to transport students to off-site learning and employment opportunities, appointments, and as needed for retrievals and other center-related needs.
  16. Participate regularly in OSH and DOL safety training.
  17. Model positive behavior and a high level of conflict resolution skills at all times.
  18. Participate in department meetings and all mandated PRH and corporate training.
  19. Utilize information systems and handle student data in strict adherence to Job Corps and Strategix policies to protect student’s personally identifiable information (PII) and reduce network security threats.

Requirements

Qualifications and Experience Minimum

High school diploma or equivalent and two years’ experience working in safety field. Knowledge of standard security, fire prevention and safety protocols. OSHA-certified with the ability to obtain certifications in all other required areas including Fire and Life Safety, Collateral Duty for Federal Agencies, and OSH Standards for Construction and General Industry. High level of conflict resolution and verbal communication skills. Excellent written communication skills and ability to analyze data and create reports. Information technology proficiency including MS Office. Unless waived by management, a valid driver's license in the state of employment with an acceptable driving record is required. The incumbent may be required to obtain a commercial driver’s license (CDL).

Preferred

College degree in related field, five years’ experience in the safety field, and OSHA certification.
