San Diego Youth Services seeks a Business Service Representative in the TAY Works! program to be based in San Diego. This is a full-time position reporting to the Program Manager.

San Diego Youth Services has helped improve the lives of more than 840,000 homeless, runaway and vulnerable youth since its beginning in 1970. We provide safe places to live and long-term solutions through shelter, foster homes, community centers and housing to more than 28,000 youth every year at 100+ community and school locations. Through prevention, early intervention and treatment, we also help youth before they need higher levels of care or become homeless.

1. Meet the basic needs of youth. Hunger, poverty and youth homelessness are on the rise for many youth and their families today. We help meet these basic needs for youth. What could be more vital than food and shelter? We provide safe places to live and long-term solutions through shelter, foster homes, community centers and housing.
2. Create positive connection. We help youth focus on positive life changes and healthy relationships as part of providing needed resources and services. San Diego Youth Services has long provided foster homes and adoption support services for families considering adopting a youth in the foster care system.
3. Help youth develop life skills. In addition to a range of safe and stable housing options, we offer support to help youth develop the independent living skills necessary to become self-sufficient and keep off the streets.
4. Promote overall health and well-being. Early intervention and care for the whole child are critical. We provide a broad continuum of services to help youth overcome trauma and challenges that put them at risk, including case management, counseling, mental health treatment and educational support and resources.

SDYS has a staff of approximately 250 employees and 80 volunteers working across San Diego County and an annual budget of approximately $24 million.

PROGRAM DESCRIPTION

TAY Works! Is a comprehensive six-month work-readiness and on-the-job training for youth ages 15-17 who are receiving prevention or diversion services through our partner programs CAT and ATD. The program goal is to divert youth from initial or repeat engagement with the juvenile justice system by connecting the youth to supportive individuals in the community through peer mentoring, case management and on-the-job training at local businesses.

CONTEXT OF THE POSITION

Accountable to TAY WORKS! Program Manager. Performs professional work identifying businesses and industries to develop career and employment opportunities for job and career seekers. BSR is expected to have strong communication, interpersonal, leadership, organizational and analytical skills while supporting services that are in alignment with agency goals, objectives, mission and style within a team framework.

ESSENTIAL FUNCTIONS:

1. Responsible for a case load of 38.
2. Develop and maintain employer database that will support program goals.
3. Work closely with Case Navigator to fill job and internship request/orders.
4. Conduct worksite visits to lend support and ensure placements are successful.
5. Plan, organize and maintain effective working relationships with business partners and associates.
6. Meet with participants individually or in small track specific groups for counseling, guidance and planning relating to core program activities, and to coordinate or track access to supportive services. Discuss and plan for their work-experience, job shadowing, internship, pre-apprenticeship, on-the job training, skills training activity.
7. Recruit employers within priority sectors who are open to providing paid work experiences, OJT, job-shadowing opportunities, internships or summer youth employment opportunities.
8. Identify paid work experience and subsidized OJT placements that are aligned with the career interests and pathways of participants.
9. BSR will work with employers to establish placement plans that will include a list of worksite responsibilities that may evolve and increase over the placement period, a description of skills and competencies, a plan for supervision and worksite mentoring, and a work schedule.
10. Recruit employees representing one of the following seven priority sectors to provide Externships or job shadowing: Advanced Manufacturing, Education & Human Development, Energy Construction & Utilities, Healthcare, ICT & Digital Media, Public Administration, and Life Sciences & Biotechnology.
11. Work with employers and engage them in attending workshops.
12. Support employers in developing training plans that detail knowledge and skills that will be developed.
13. Prepare and submit required reports.
14. Work independently and as a team member to create innovative ways to meet goals and provide a high level of service that is engaging and meets the needs of the participants.
15. Participate in and attend all staff meetings, SDYS staff development events and appropriate agency-wide committees, and San Diego Workforce Partnership trainings and collaboratives.
16. All other duties as assigned by Program Manager.

PREFERRED EDUCATION, YEARS OF EXPERIENCE AND QUALIFICATIONS:

Bachelor’s Degree required. Minimum one to two years’ experience in the areas of workforce development, economic development, or human resources combining elements of career counseling, job development and placement preferably in youth and/or adult employment programs. The ideal candidate possess’ job development and placement experience, with a background in the delivery of workforce development services. Ability to communicate complex ideas effectively both orally and in writing is a must with prior experience in resume development and editing preferred. Experience should preferably have been in a community based or neighborhood service organization. Bilingual (English/Spanish) preferred. Must be willing to work nights and weekends. Must be willing to develop or possess working knowledge of trauma-informed care and dual diagnosis treatment; experience working in trauma-informed and dual diagnosis programs preferred. Demonstrated leadership and problem-solving abilities, training skills, creativity, and public speaking. Ability to provide quality trauma-informed services in a fast-paced environment, specializing in crisis intervention and de-escalation, motivational interviewing, and Seeking Safety. Ability to (re) prioritize and multi-task is a must. Able to be cleared to drive and have valid driver’s license with own transportation (mileage reimbursed). Maintain certification in CPR and First Aid. Employment is subject to required clearances which include tuberculosis test, fingerprinting, background checks, and drug testing. Must be able to follow all the guidelines provided by the agency, government and health authorities to maintain safety and health when the job requires physical presence and/or contact with others during the COVID-19 pandemic.

SUPERVISORY RESPONSIBILITIES: This position does not have supervisory responsibilities.

Hourly Pay: $21-$23
